Personally, I believe pouring tons of money into a career center will not do the trick in bringing new jobs to the area. Not only is it barking up the wrong tree, but to use another expression, it's like putting the cart before the horse. The problem isn't a lack of skilled workers in the area, it's a lack of good jobs. What are PNC or other community colleges for anyway? I would advise more direct approaches towards creating jobs or at the least to be sober about viable options.
